The United States government has licensed licensing for Microsoft to do business with Huawei, a company that is blacklisted by US Survivors.
As is known, Microsoft and other US-based companies are not permitted to do business with Huawei due to the company's entry into the United States Department of Commerce Entity List, which makes Huawei prohibited from doing business with any entity originating in the United States.
However, for several reasons, the United States government actually provides leeway, in the form of giving an opportunity to ask for a license to be able to do business again with Huawei.
Microsoft is also one of the companies that received the license. Later, the startup Bill Gates will sell software alias software to Huawei.
"On November 20, the US Department of Commerce allowed Microsoft's request to obtain a 'mass market' software export license to Huawei. We greatly appreciate steps to respond to our request," a Microsoft spokesman said in his official statement, as reported by The Verge, Sunday ( 11/24/2019).
Unfortunately, it is not clear what is meant by the term mass market, but Microsoft previously sold Windows and Office licenses to Huawei.
So it's possible, what is meant is that Microsoft can sell the licenses of its products to Huawei. This license will alone allow Huawei to peddle its Windows-based server and laptop solutions.
